U.S. House of Representatives Votes to Protect Fairness in Sports for Women and Girls

The U.S. House of Representatives on Thursday passed H.R. 734, “Protection of Women and Girls in Sports Act,” which bars boys and men from competing on girls’ and women’s sports teams.

If the bill becomes law, federally funded education programs or activities that allow males to complete on female athletic teams will be in violation of Title IX of the Education Amendments of 1972. These measures were passed to protect equal opportunities for women and girls.

Every Republican voted for the bill, and every Democrat voted against it.

Star Parker, president of the Center for Urban Renewal and Education (CURE), and Marty Dannenfelser, vice president of Government Relations and Coalitions at CURE, sent a letter to Congress supporting this bill.

“Politicians and government bureaucrats should not undermine educational and financial opportunities for women and girls,” they wrote, “nor should they jeopardize their safety.”

Selina Soule, a client of Alliance Defending Freedom and the lead plaintiff in a lawsuit, said she’s grateful to lawmakers for passing the bill.

“I was forced to compete against two biological males in track and field in Connecticut,” Soule said. “I want to ensure no other girl experiences the emotional pain and lost opportunities I experienced in high school. There are clear biological differences between men and women and I experienced that firsthand…”

Soule led a group of girls who lost track races, including championships, because the school allowed two boys calling themselves girls to compete against them at a high school in Connecticut. They filed a lawsuit against a Connecticut athletic association and a complaint with the Civil Rights Office of the U.S. Department of Education. The Trump administration supported these girls, but the Biden administration has not.

Most recently, a three-judge U.S. Court of Appeals for the Second Circuit ruled against the women. The full court in February agreed to rehear their case.
