Who Should Be the Focus of the Medicaid Welfare Program?

Grace-Marie Turner, president of the Galen Institute, said that Medicaid was designed as a safety net to help the most vulnerable people who don’t have the opportunity to have private or employer-provided insurance.

“When you put 90 million people in a safety net, that safety net is going to break.”
