Allen said this happens because local control isn’t really in the hands of the people. It’s in the hands of certain cliques who dominate. These cliques determine the outcome. And where are the politicians looking for help for these communities? To Washington. To their state capitals. They reject private business development in local areas and look to the government for handouts.
