Georgia Lawmakers: No More Restrictive Free Speech Zones on College Campuses

Governor Brian Kemp of Georgia just signed a bill that protects the free speech of students on college and university campuses. Among other things, the Forming Open and Robust University Minds (FORUM) Act bars the creation of so-called free speech zones and allows for “reasonable, content- and viewpoint-neutral, and narrowly tailored time, place, and manner restrictions on expressive activity at public institutions of higher education.”

Unrestricted outdoor areas on campuses will be considered public forums. In the interests of transparency, schools also must provide public notice of rules and expectations for students about “expressive activity.”

Conservative and Christian students have long believed that college officials have used free speech zones especially to restrict their speech on campus.

“Freedom of expression is one of this great nation’s fundamental liberties,” Governor Kemp said in a statement. “Here in Georgia, we will protect those rights and that which is appropriate for any place of higher learning — the ability to learn of different ideas.”
