  1. The look at it from any law enforcement officer’s point of view. If I do anything at all I can and will have a tort action (a civil law suit) taken against me no matter what I do. I am going to be very careful. I will answer all my radio calls, and operate my patrol car VERY safely. Then the law of unintended consequences will rear its ugly head once more!
